  1. They are, but they aren't common.


  2. Yes.  In fact, for a while London was planning on giving EVs free parking (but they backed out of that plan).  Now Gordon Brown is planning on replacing his official government car with an electric limo.  So yes, they're street legal.

  3. I remember seeing a low speed chase of an electric milk on some police clips show.  So they must be legal.
