Are foster children issued new Birth Certificates?

I recently found out that my Grandmother may have been adopted, she passed away last year so there is no way of asking her, so to find out my aunt went and got her birth Certificate from the records place and on it instead of saying born too, and the parents names it says fosters mothers full name and foster fathers full name. Which were my great grandparents. Does anyone know why it would say that?

  2. We adopted two children. They changed my son birth certificate and listed us as birth parents. My daughter wasn't issued a birth certificate. She was a Safe Haven baby. Her birth certificate has us listed and it's her original. We are in Minnesota and yes they do change the birth certificates up here. Even for foster children. We do foster care as well.

  3. actually after an adoption they issue a new birth certificate it usually comes in about 2-3 weeks after it has gone through court and the judge approves. so on the new birth certificate the real parents names are not mentioned. and that may be how they addressed people in the old days. who knows.

  4. No, they don't.  At least not in Wisconsin.  I don't know why it would be different anywhere else.

    If the birth certificate says the word FOSTER MOTHER and FOSTER FATHER, then I would say it may be a case where a baby was abandoned and placed in a home right away.

    This is just my opinion, though.  There could be tons of other reasons.

  5. Today, birth certificates are typically only reissued after an adoption has been finalized, however, many years ago, things were probably much different.  

    I'm not sure if they could help, but I would call the Department of Children & Youth in the county or state where your Grandmother was born and ask them if they can explain it.  They may not be able to, but they might be able to point you in the right direction.  Another good source might be a local librarian who might be familiar with seeing these, as many people who are doing geneaology research will take birth certificates to librarians for assistance.  Just a thought.

  6. No, foster children are not typically issued new birth certificates. It is likely that there was no birth certificate filed at the time of her birth, so the court created one when your grandparents became foster parents.  This practice likely ended by the 60s in all states.

  7. There must be a misunderstanding as to what actaully happened, birth certificates are not ever and have never been reissused when a child is placed in foster care. Only when that child is adopted are they issused a new one.
