  2. Unfortunately, the answer is absolutely NOT.

    A gas powered scooter is a motor vehicle as defined by the NY State Vehicle & Traffic Law.

    In other words, you need a driver's license to operate one (a regular license will do). However, here's the big problem, these vehicles CAN NOT be registered with DMV because they don't fit the safety criteria required. They also CAN NOT be inspected, for the same reasons. They can however be insured under a personal insurance policy not a motor vehicle one.

    For awhile, these scooters were very popular in NYC, and then the cops began cracking down on the operators. There is actually a list of about 15 tickets that can be given to a driver of 1 of these things, and guess what the minimum age a person has to be before they can get a ticket .......that's right, 16!

    My suggestion to you is avoid these vehicles like the plague, they are not only illegal but dangerous.

    Some of the violations that you can face are:

    1. Unlicensed Operator $75 + $60

    2. Unregistered Vehicle $75 + &60

    3. Uninspected Vehicle $50 + $60

    4. Uninsured Vehicle - minimum fine of $100 + $60 & revocation of license or privilege for 1 year.

    5. No Turn Signals $30 + $40

    6. No Horn $30 +$40

    7. No Tail Lights $30 +$40

    8. No Brake Lights $30+ $40

    9. Defective Tires $30 +$40

    10. Inadequte Brakes $30 + $40 (this has 4 points on your license)

    11. No Mirrors $30 + $40

    12. No Safety Glass $30 + $40

    13. No Headlights $30 +$40

    14. No Emergency Flashers $30 +$40

    15. Inadequate Steering Mechanism $30 + $40

    AND on top of all of the above, the Officer can impound your scooter and send it to the tow pound for "Determine True Owner" if you don't have the receipt for it.

    All in all, it's not worth it.

As long as you dont go on to the interstate it should be fine and if you get one under 50cc so like 49cc scooter you dont need a lisence at all and u only need to be like 15 but you still need at least a three quarters helmet. and even a 49cc bike will go about 35 mph. This is all about if your talking about a moped cause i think the guy above me thinks you talking about dirt bikes cause mopeds come with all the lights and A title.
