Are gift certificates that an employer gives you say in the $20 range taxable?

Can they withold taxes for it on your paycheck?

I hope not because the office I work for gives them to employees for birthdays, easter , etc and no one ever discussed taxation on them.  I have never had anything witheld on my paycheck for any gift certificates given to me from them and I probably get 2 or 3 each year.

No, that falls under the category of De Minimus gifts and compensation.  They are insignificant enough that the government doesn't waste time with them.
