Are goverment securities same as rbi bonds??

Revenue bonds are municipal bonds funded by specific projects (toll roads, stadiums, etc).  They can ONLY be financed through the specific project.  So stadium bonds must be paid with revenue from the stadium.  They cannot be paid with tax revenue.
