i think both.

because even if we don't have dangerous people shooting the guns, we have curious children, and that has caused some painful tragedies that need not have happened.

do we call the curious child dangerous?

It's most definitely the person. As long as you're trained and use the weapon in a safe,responsible manner you're OK. Thing's normally go wrong when people try and show off with the weapon or if someone thinks it's a good idea to get the gun out once you've had a few. Like the post above me I also think weapon's should be banned for all civilian's but because they were allowed for so long people wouldn't give up there weapon's. I just hope England never let's every random person own a firearm.

It seems so odd that new parents do everything to childproof their home. They put up gates across stairs, they put plastic things in electrical outlets so their toddler can't electrocute themselves, cribs are specially tested so a baby's head can no longer get caught between the bars, and 101 other things. Yet, so many people don't believe in protecting innocent 10 and 12 year old kids from being shot in the street. The innocent victims of gang wars. To the other young woman who answered, the outlaws already have guns. There are millions of unregistered guns in the United States. There are well intentioned parents who end up shooting their children in the middle of the night because they thought it was a burglar without even looking or asking. Guns should be banned, altogether. There are 30,000 deaths each year in America due to gunshots. Half of those are homicides.

America has the by far the highest rate of deaths by guns compared to anywhere in the world. You have absolutely no argument to support your premise.
