  1. not without consent of the management. it usually constitues solicitation which is usually implicitly banned by way of signs at the entrance. it'd be like having beggars in the mall or on the platforms bothering you for change.

Shopping centers are private property and the owners or their representatives have the right to prohibit the distribution of fliers that they find objectionable or any at all, for that matter.  Some train stations are also private property, and the same applies.  Government property has few restrictions because of our first amendment rights.

    There are a number of misconceptions about the first amendment.  It does not guarantee the right to express any idea in any manner at any time; rather, it was added to the Constitution to prevent the government from suppressing political expression, although the Court has extended it to include many other areas of speech.

  3. You have to obtain permission from the owner if its private property (shopping centers) or from the city at a train station.

    You also need to check local ordinances and laws.
