  1. The governing law in England is the Road Vehicles Lighting Regulations 1989:

    http://www.opsi.gov.uk/si/si1989/Uksi_19...

The rules stipulate the type and color of lights which MUST be fitted (mandatory headlights, brake lights, etc.), but other lights such as your accessory would be regarded as optional lights.

There are two basic rules regarding the color of optional lights:  You must NOT show a red light to the front, and you must not show any color EXCEPT red to the rear.   There are other rules which state that lights must not move or flash.  (And there are specific exemptions for turn signals, reversing lights, etc.)

So as long as your white lights show only to the front, not the rear, and they do not flash, they are legal (subject to the other general provisions of not being so bright as to dazzle other roads users, etc.).

In fact contrary to popular belief, it is actually legal to display steady BLUE lights on the front of a car (or any other color except red).

  2. depends on the brightness and whether the direction of light blinds other road users, obvously if they were red or blue then yes it would definately be illegal but because they are white they do fit into a loop hole as long as they are fitted corerctly

  3. What for, it only makes you look a prat.
