Rims on tires? How about tires on rims. . .Yes, you must have "wheels" if you want to roll the car anywhere. Your car won't go very far running on the rotors and drums.

Only if you want the car to move.

Without being mounted on a wheel a tire can not hold air.  If it can not hold air, it can not support a load.

Without being mounted on a rim a tire can not be intalled on a vehicle.  Thus the vehicle can not move unless it has the assitance of a crane, large forklift or bulldozer.
