  1. yes, i was in a high-rise condo when a 5.something earthquake in 2004 happened. no need to panic. the building would just sway but would get back to the same straight position after.

    some ran downstairs but we didn't its harder to be running around. better to stay in your place since it would only take a few minutes for the earthquake to happen.

    but if i were you i'd be safer in a 1 or 2 story with a strong roof.

I have experienced being in   the  12th floor  in one of the high  rise buildings in Ayala (Legaspi  St., Salcedo Village in Makati)  during the time where there was an  Intensity 7- 8 earthquakes, (couldn't remember the year). It was the scariest moment of my life. The building swayed to and fro, the  pictures on  wall and  and things on the table were are thrown on the floor, but the  building stood still.

    I am sure that  buildings in Manila  particularly those high rise buildings in the commercial  areas are built according to the safety standards and  knowing that  Philippines is  an earthquake belt.  I'm certain that the engineers/builders/architects   have taken those in consideration.
