Are horns always honking in big cities?

Everytime you're watching a movie, and you see someone near the street, or driving a car, there are always people honking their horns. Are people always honking their horns in the city?

Not in the US.  But in most large Asian cities, like Hong Kong, Beijing, Mumbai, etc., horns are honking almost constantly every few seconds nonstop.  It's just part of the culture of the road.

Yes. Hi income residential areas have honking laws believe it or not and you will get fined for honking

i wonder that myself sometimes especially on weekly dramas like law and order. i wonder if the horns are because of the cameras and drivers are trying to get noticed. i understand that in rome, italy drivers keep one hand on the wheel and the other on the horn. don't know for sure as i've never been there.
