Are jock straps supposed to be worn over bare ars?

It's like 31* in Toronto. And I read that jocks are supposed to be worn like this. So, right?

You should wear a jockstrap by itself. The back is left open to provide better ventilation and more freedom of movement, since you don't have extra fabric streched across your glutes.

Wearing underwear with a jock would defeat this.

you wear your underwear over them, or you can buy some compression shorts that are just like underwear but have a slot in them that hold the cup instead of wearing the other kind.
