No, they aren't engaged.  There was a live chat with him on WWE Fan Nation before a pay-per-view a few months ago and he said he was not with Mickie anymore.  He said he wished his relationship with her had lasted longer, so he is not engaged to her.

Just because they had an on-screen romantic encounter doesn't mean they were ever a couple in real life.  Mickie dated Joey Mercury in the past, and was also engaged to Kenny Dykstra at one point, though they're no longer together.
