Are kumquats safe to eat if they are not ripe?

I would SUSPECT they are safe, though I would also suspect they would be bitter like an unripened plum, kiwi, or persimmon

I would say yes. At least you won't die from it, haha!

Like other citrus fruits, i reckon they are pretty bitter, sour and not as sweet and flavorful like when they're ripe.
