Are lagging arrows a 'new thing' in Arizona?

In Scottsdale, lagging arrows have been around since I've lived here-about 25 years. They are kind of a new concept to Gilbert. Not all the major lights have them, but most do. And some of the minor intersections will turn on the arrow and not the regular green light, if there is only traffic in the left turn lane.

Lagging lights are said to prevent accidents, and allow for more traffic to get to the lagging arrow before it changes to the yellow arrow.
