  5. Yes, almost always. Seafood is always raw when it's deep fried just because it cooks so quickly. Some restaurants pre-cook their chicken in the oven first just so it cooks quicker. A lot of places do this with wings. They'll cook it till it's just about done, then let it cool and divide it into portions. Then when you order it, they drop in the deep fryer to crisp it up and give it flavor. It's the difference between waiting 20 minutes or more for wings and waiting 5 minutes for your wings.
