this is a sample of the letter you'll need. i used it many times before for both international and domestic flights, bus rides,trains, etc.

To whom it concerns:

                    i (name X) and (name Y), the parents of (name of minor leaving the US), authorize (name of minor) to travel unaccompanied to (country X) from the United States between the dates (June X, 2008 and July X, 2008). (Minor's name) is to leave on the (X of June, 2008) from (name of airport, train station, city, etc.) and to return on (X of July, 2008) from  (name of airport, train station, city, etc.)

seems short, but that's all you'll need. You'll have  to get it notarized by a lawyer, any lawyer or notary, and you should be good. Just remember to put full names in all required places, and feel free to edit out what you think is unnecessary and add what is. Keep in mind this is a formal letter so use formal format.

Also check with local laws, regulations etc. sometimes different countires have different regulations, minor laws, etc.
