I am not Punjabi or Sikh, but I would say, yes. The reverse, -- i.e. all Punjabis are Sikhs -- is not true.

I am Punjabi ( Sikh) and i have never in my life seen anyone that is Sikh but not Punjabi so I would say that yea mostly all Sikhs are Punjabi
