Are motorola Tracfone part of t mobile?

In a sense yes.  Motorola phones from Tracfone (if i'm correct) use whatever GSM towers (the same technology AT&T and T-Mobile use) they can find.  But if I were you, I would purchase a Net 10 phone since Net 10 is the sister company of Tracfone and swill use the same towers. (Plus its waayyy cheaper)

No.  Tracfone and T-Mobile are two different companies.

I believe Tracfone is a reseller of t-mobile.  Meaning they get some things from t-mobile like blocks of mobile #'s and networks but everything else is separate.
