Most ACT test takers get around those scores. English, science are average. Math is about the lower end of the middle and reading is pretty good.

A 23 puts you at the 76th percentile of ACT test takers which means you're in the top quarter. You should be fine with those scores applying to a "kinda selective" school.

Probably not the Ivy leagues, who want around the 95th percentile at least which is about a 30 composite.
