found the toddler ones that are, and Converse all-star shoes seem to be on all the veggie shoes websites, so I would say yes!

The tag that came with them should say "leather" or "all man made materials." In a new shoe all you need to do is stick your nose into the shoe and sniff. If it's leather you will know.
