  1. Depends on your definition of "decent".  They're all beginner guitars essentially.  But, some beginner guitars are just fine for a lot of things.  If they play well and you're comfortable with them then there is no reason to switch unless you're trying to achieve a certain sound.

  2. it all depends on how you define 'decent'.  short answer?  if they're in good condition, yeah- they're ok.  i've seen a lot of 'inexpensive' guitars that actually played better, or were built better, than their more expensive 'name brand' counterparts.  sometimes a little adjusting can make a big difference... for example- i just got an Ibanez Gio for $250 (new) -not a bad axe, and i am partial to Ibanez, but with a few 'tweaks' here and there, it's quite a nice instrument.  i adjusted the neck, raised the pick-ups a bit, lowered the action (the intonation was perfect, so i left that alone)- and now i'm a happy little camper.  the advantage of buying- say, a Fender or Gibson, over a 'generic, or 'house brand', is that it will have a resale value... and it has the status of being a 'name'... other than that - for a beginner, or if you're on a budget - there's bargains to be had if you know what to look for.  the best thing for you to do is ask somebody who plays (friend, relative, neighbor, etc.) to look at them and give you a more 'hands-on' opinion.  guitars are a lot like cars - you have to test drive them to get a better idea of what's what.   best of luck - and happy playing!
