Let me start out by saying I'm not mechanically inclined when it comes to auto repair. Last month I had an accident with my Chevrolet Camaro and I wasn't sure how to fix them. I believe they are illegal everywhere.  If you have them, keep them off when the vehicle is in operation.

try calling the police department and ask them, Im pretty sure they can tell you. If you still wanna have them on your car and its illegal make sure you can switch them on and off

And looking at NY specifically, you can have them, as long as you never turn them on while driving, with the exception of red or blue which would be illegal even if not turned on.
