  1. It's an excellent question, and your suggested analogy is important. Just as the Queen is often held in reserve in spite of her extreme power, the nuc has in effect performed the same function. It is a symbol of just how far things can deteriorate, and those with nucs or facing their deployment have wisely held themselves in check over the last half of the twentieth century.

    And, to the correspondent who questioned the use of the term 'nuc', it has been in common use for decades now.
