It depends where you are.  They are perfectly legal in most countries but some deem it illegal, like the US.  

They are perfectly well run though and your money is safe when playing in them.  I play regularly and have never had any problems.  

Use a well run site like www.doolallys.com to choose a trustworthy and reliable site.  The good casino portal sites only list the best places to play.
