Are owls a pretected species in Kansas?

I found out someone I know is shooting them! He shot a huge white one over the weekend. When I talk to him I'd like to know what I'm talking about.

  2. Call the police. I don't think he can just shoot whatever he feels like shooting. What an idiot.

  3. All native owls are protected by the Migratory Bird Treaty Act.  Some are additionally protected by the Endangered Species Act.  You need to contact your local wildlife authorities and get this person fined and arrested.

  4. Probably not.  A few owls fall under the migratory bird act but you don't find them in Kansas.  Barn owls, which are white, occaisionally get "out of hand" and need to be culled.
