Are performance enhancing drugs like steroids actually illegal?

Question

I know that athletes can get banned from there sport by taking steroids and other performance enhancing drugs, but are these actually illegal as in the athlete could go to court?

Marion Jones, the Olympic Sprinter, went to jail.  She lied to a grand jury about taking them.  They are unethical, but you can't go to jail for taking them, but Congress is trying to change that...
