  1. Michael Y's answer ignores annual herbs, and countless fairly long lived animals...


  2. The timescale of plants is much slower than animals. Their metabolism, movement, and lifespan is all much slower, and therefore, with the exception of a forest fire or something, will be more slowly effected by harsher weather than us fast moving fast metabolism short lived animals.
