Are police mandated reporters?

An officer who lives near my mom told me she seems to be on meth and two officers told me she leaves my kids with a person they personally have arrested for meth....isnt that endangerment?

Not nearly enough information in your question. I don't see how a prior arrest for meth endangers the children.

If he is uses it in their presence, and can not properly care for him because of his condition, and, if the children are young enough they need that care, then yes... that would be endangerment.

If the kids are older, and the drug use is a past issue, then there is no problem.
