Are prison inmates allowed to write more than one letter a week?

Depends on the prison, and their behavior.  Access to luxuries like T.V., exersize yard, phone, and mail priveleges are sometimes used as disciplinary tools.

I know here in California they can write as many letters as they want, just as long as they have paper, pens, envelopes and stamps to use that people send them.

I believe so unless they have been punished for something.

Rules vary from prison to prison, even inmate to inmate depending on the level of security and so on.  You'd have to check the particular institution.
