Are promotional cards forbidden in the Yugioh card game?

I also heard the new duelist's packs cards are forbidden, too. Is any of that true?

No, Promo's and special edition cards are not forbidden.  They may become forbidden but usually they are all allowed at first.  The banned ist wll let you know.
