Are property taxes adjusted each year to changes in property values?

Or is it the responsibility of home owners to call the tax assessor and ask for an assessment? EG. My mom and sister each own homes in California which have gone down in value and I'm wondering if their property taxes will go down without any action on their part.

  1. I know where I live if your assessment has gone up/down, the tax bill is adjusted to reflect the new assessment.  However, also where I live they tend to RAISE the tax rate each year, so even if the property did decrease in value, the taxes would probably go up since the rate increased.  


  2. Where i live they charge you a percentage of what you bought it for or what you have refinanced for. So someone who has lived in the neighborhood could be paying 3000 a year when you could be paying 15000.

  3. Property taxes aren't going down, regardless of any change in property valuation.  Each taxing district has a certain amount of funds it needs to provide needed services to the residents of the taxing district.  Do you some how think that, if property values fall by 50 percent, the taxing district is going to operate on 50 percent of its last budget ?
