Usually, yes.

As a web developer, I can safely say very few people would take the trouble to set up a proxy site to infect people with viruses or steal information, as there are much easier ways of doing it.

Just like any other website, MOST are safe. There are people running around this forum saying every Proxy will 'hack you' etc. This is incorrect. I would say that 95%+ of the proxy sites out there are safe.
