Are punches to the face allowed in Pankration fighting or is that considered attacking with the joints?

You can't punch to the face under any rules I know of.  

You can kick or punch to the head (but not face) under the new world organization rules from 2003.   They made these changes as well as the changes to the unlimited time grappling rule to make the fights more exciting.  Now strikers have a better chance.

Kato Pankration rules state NO punching or kicking to the head at all (actually "all strikes to the head must stop short of contact").
