regular fruit of the loom briefs the same as swim briefs?

No.  Fruit of the loom breifs are made of cotton, swim briefs are made of either lycra, polyester or nylon.  Swim briefs do not have the fly opening in front either.

No. Regular briefs are usually made of a cotton material and swim briefs are made of nylon or a similar lighter weight material. The cotton does not dry very fast and can cause chaffing where the nylon will dry fairly quickly.
