Are "Free " Goverment Grants for real?

I just got an email saying you could get a check in less that 7 day, but if you didn't return the "free" program by 14 days from the order date, they charge you $38.95, and $138.00, sounds like it's way too good to be true, if it were, they wouldn't want so much money
