  1. No, because some of the Middle Eastern countries such as Lebanon, Syria, Palestine/Israel, Jordan and Egypt are not in the Persian Gulf.

    Persian Gulf is located in a region where some Middle Eastern countries such as Iran, UAE, KSA, Iraq, Bahrain, Kuwait, Qatar are there.

    But there are other Middle Eastern countries such as Lebanon, Turkey, Syria, Palestine, etc. which aren't located in Persian Gulf area...

Not really, although I don't think there is any one hard and fast definition of Middle East, I would have included countries that do not have Persian Gulf coastlines, such as Egypt, Syria, Lebanon, Yemen, Jordan, Israel, Palestine etc. I think the IATA definition stretches out to include Afghanistan and Pakistan.
