i would have to say yes, b/c not all railcars are owned by hte same company, some of these companies would have to outsorce their  repairs - afterall whoever pays for the repairs is just  going to write it off anyway

The auto repair business filed to be tax exempt, based on the fact they were offering a "service" rather than a product.  Parts they were charging sales tax on, but not service (labor).  The decision was that all aspects of a repair were taxable.  Based on that, I assume railroad car repairs would also be taxable in NJ.
