Yes;you can sometimes see the full circle from the top of a high mountain.

Well, they would be if things didn't get in the way, like the ground.  Under just the right conditions you can see them full circle (like viewing them from a mountain top, or your garden hose, but it's pretty rare.

That depends from where you see it, i cant explain you without a drawing, but belive me, it the refraction of sunlight rays visible from perticular angle.
