Are rifle serial number databases available?

I used to believe there was some huge database where you could match a serial to the owner,  boy was I wrong.  You write down the serial, trace back to manufacterer. The manu then contacts the wholesaler, who then contacts the distributor, who then contacts the Gun Store/Dept store where you purchased the item and filled out the paperwork on site.
