Yes.  New scientific findings are published in peer-reviewed journals, such as Nature, the Physical Review Letters, or the New England Journal of Medicine.  Anyone can access these journals online, either for free or at a subscription - anyone anywhere.  No point in wasting time doing the same experiment twice.


  2. If the researcher's work is not copyright protected or subject to another restriction, and if the researcher finishes writing an article, and if that article is accepted to the journal, and if the journal is allowed into the other country...

    Yes, scientific knowledge is shared, but there are a lot of roadblocks along the way!
