  1. In the United States, each state has different laws for scooters.  Here are some of the regulations for Wisconsin.

    Here, all scooters must be registered.

    For scooters over 50 CC you need a motorcycle endorsement on your regular drivers license.  For scooters 50 CC and less you need a regular drivers license.

    Many state highways and the Interstate highways require at least 125 CC motor.

    Helmets are not required bur encouraged.

  4. If the scooter is small (50cc) then only on the street.  If it is large scooter (way bigger than 50cc), then it might be allowed on the hwy.

  5. I see a bunch of them around with license plates on them so it is a safe assumption to say yes...

  7. If it can be registered and licensed, then it's legal. If you're talking about go-ped's and pocket bikes, then no. Those are generally not legal.
