  1. Plenty isn't legal in Mexico, many foreigners find it out the hard way spending time in jail, paying a fine or trying to bribe the police (which can get you even in more trouble).

    Mushrooms are NOT legal in Mexico and drug crimes are punished with jail time, there's no bail for them.

    If you're an ethnic indian that practises a non christian religion, the cops can't touch you because there's laws that protect ethnic minorities with "freedom of religion" which is written on the first page of the mexican constitution. If cops started throwing mixteco and zapotec indians to jail because they use shrooms for religious ceremonies, I can just see Mexican Revolution part II and an easy ticket to overthrow the government by leftist guerrilleros.

    Sadly if you're not either of the above, you'll probably get away consuming a small dosage for yourself in an area where cops can't touch indian locals, but you can't be parading everywhere selling 'em on beach resorts to tourists either.

    Oaxaca is filled with villages where you'd probably be able to consume shrooms for yourself.
