  2. It could be IF the child qualifies for special education.

    A child does NOT have to have a 'documented' disability in order to qualify for special education services.

    They only have to meet the eligibility criteria, and having a 'documented disablitiy' is NOT one of the eligibility requirements.

    I wish I could quote the exact law in IDEA for this, but it is VERY LONG and don't have time to right now.

  4. Yes, I think that kids are regular needs help too,

    I am one of those regular kids who needs help in

    in high school math and english. But, Sometimes I ask for help if i need it.

A child must have an IEP (Individualized Educaton Plan) to have access to a lot of special education programs.  But a documented disability does not have to be a diagnosis from a doctor.  If a child is struggling, they should be assessed by the school district for IEP eligibility.  Parents and teachers can request this assessment.  You must put your request in writing.  Here is a sample letter from our website:

  6. to get an IEP and special education services-the disability will be documented through teh evaluation of teh child study team.  Some students also have a medically diagnosed disability.

    Kids who are struggling but do not have a disability can receive services through Basic Skils Instruction

  7. Special Ed Programs are only for students identified as special needs students either from a mental, emotional, or medical handicapping condition that negatively impacts academic performance.

    Regular students who struggle do not benefit from special ed services unless they happen to be assigned to an inclusion class for a particular subject. In that case there is a regular ed teacher and a special ed teacher. The special ed teacher collaborates with reg ed to provide strategies and methods that better reach al students in the classroom whether or not they are identified as special needs students.

    The reason regular students who struggle are not served because additional federal and state money is supplied to the school system for identified special needs students. That money basically pays the salary for the special ed teacher to provide services to identified students.
