They are reported but you normally don't get a birth certicate or death certicate.

I'm not sure where you're from but in Aus yes they are.

If a baby is born over a certain amount of weeks gestation or if they weigh more than a certain amount (figures have changed due to the increase in medical technology so I'm not sure what they are) Their births are recorded and so are their deaths.

In the State of Missouri you can apply for a certificate of birth resulting in a stillbirth.  You get them from the health department.
