Are student visitor Visa for the UK being given at the border?

A brazilian friend of mine is coming over to study english for 6 months. Are they likely to have any problems getting the visa at the border? They have a return flight booked, accomodation sorted and funds for the stay are not a problem.

Under the new UK study laws, if you are coming for study which would be less than 6 months then you would be entitled for the normal short term visa which would be different from the normal student visa or you can say you wont be allowed to work on that.
