Are study abroad programs only for people w/ declared majors?

I don't know what I wanna major in yet, but I'd really like to do a study abroad program. I was looking around and it looked like they only offer courses for declared majors.

Thing is, in many countries you go to university already having selected your subject - for instance, in England you apply for a specific course, not just a specific university. So unless you've selected your major and are therefore happy to spend a year studying just that one subject, the university simply won't have courses that are suitable for you.
