Interesting question. I doubt it, but solar flares might be able to - these are enormous explosions on the surface of the sun that send out gigantic quantities of X rays, Gamma rays, UV rays, radio waves, and so on. They can be strong enough to knock out global radio communications, and to kill satellites. This would be a good topic for a research paper. You could investigate changes in the homicide rate before and after solar flares, for example. NASA keeps close records of solar flares, and this is public information.

If you google "Sunspots cycle charts" the first link is a pdf file to a nice paper that talks about this phenomenon of sunspots and how it corresponds to terrestrial activity.

Hopefully not any more than the interference from my cell phone signal.  Luckily my vision doesn't scatter like the my computer monitor when the phone rings.  My ears don't pick it up either, but I do get annoyed by the noise it causes my speakers to make.
