Are surfboard racks made for scooters street legal in NJ/US?

they make surfboard racks for scooters/mopeds but i was wondering if i could use this legally in the US or NJ in particular with a scooter in excess of 50mph bc theres a 50mph speed limit road to the beach for me

You see them on every other scooter in Hawaii and a few here in California, so I guess it's legal in the US.  There's surf in New Jersey?  I don't think the ripples from trash hitting the water counts as surf.

I do not know but those things are wild. Surf board racks on a scooter. I saw them a in a cataloge. Never see one here this is west Texas we do not even have water.
