Yes.   He is her 13th cousin, twice removed.   He is also Clint Eastwood's 18th cousin and Diana, the late Precess of Wales's 11th once removed.   Walt Disney was his half-8th cousin twice removed and Sigourney Weaver is his 10th cousin once removed.   Orville Wright was his 8th cousin 3 times removed  and so was Wilbur.   Pope Gregorius X was his 4th cousin 26 times removed.

If you search back enough, you will probably find he and she are both related to everyone.   Remember that her ancestry can be traced back to Flavius Afranius Syagrius who was born in 345 and as such is probably an ancestor to most of us from Western Europe and she thereby a relation to most.

What this probably signifies is that there were a limited number of colonists who settled the New England colonies.

Of course, if G. W. Bush is Elizabeth II's 13th cousin, twice removed (as indicated), that doesn't mean that they meet each other at too many family reunions.  After all, Britney Spears is the 25th great granddaughter of Eleanor of Aquataine while Queen Elizabeth II is the 19th great-granddaughter of Eleanor of Aquataine.  Technically, that makes Britney and the Queen cousins--not that anyone before now has bothered to notice the relationship.
